The authors consider monitoring and evaluation in the system of strategic planning of urban development: "Monitoring and evaluation is the final stage of strategy development, but it is carried out throughout the entire period of its implementation. The tool
monitoring is a system of complex indicators with a multi-level hierarchical model that reflects how
the effectiveness of specific tasks also proves their relevance to the strategic goals of the development strategy
communities".

Vedung E. Evaluation of state policy and programs / Evert Vedung; trans. from English V. Shulga. - Kyiv: Vseuvyto, 2003. - 350 p.

From the point of view of political science, "Evaluation of State Policy and Programs" is a study guide on the analysis of opportunities and limitations of the evaluation of activities in the public sector. Evert Wedung considers evaluation as a mechanism of qualified monitoring, systematization and ordering of state activity and its results so that civil servants can perform their work aimed at the development of the state as responsibly, efficiently and creatively as possible.
 

IndiKit: Guidance on SMART indicators

IndiKit was developed by the Czech INGO People in Need (PIN). It aims to make monitoring and evaluation (M&E) of relief and development interventions easier and better - by helping humanitarian and development workers to use well-formulated project indicators and to correctly collect and analyze the data required for each indicator.

The book examines the concepts and procedures of development assessment.   Here  the theoretical and practical principles of setting up a monitoring and evaluation system are presented, how to plan, conduct, and present the results of development assessment, as well as how to overcome the main difficulties of the process.

The manual provides an overview of basic statistical and econometric methods for use in program impact assessment and more generally for causal modeling. The guide includes impact assessment examples and database-based method demonstrations, which can also be downloaded for self-study.
