У 2015 році Українська асоціація оцінювання доєдналась до “Євразійського альянсу національних асоціацій в сфері оцінювання”, члени якого декларували прозорість, неупередженість та професійність як найвищі цінності, без яких неможливо побудувати ефективне державне управління та забезпечити розвиток громадянського суспільства. Саме фахівці з оцінювання та моніторингу взяли на себе відповідальність за належний інформаційно-аналітичний супровід розроблення та реалізації державних політик з метою запобігання негативним змінам та наслідкам від прийнятих рішень.
24 лютого 2022 року весь світ став свідком підступного рішення, що є частиною злочинної державної політики росії, спрямованої на знищення українського народу в прямому сенсі цього слова, або словами самого путіна – «остаточного вирішення українського питання». Тисячі загиблих мирних українських громадян, сотні вбитих та поранених дітей, десятки вщент зруйнованих міст – це прямий наслідок агресії російських військ. Чи винен в цьому лише путін? Чи всі, за чиєї мовчазної згоди це відбувається? Ви, як експерти з оцінювання – яким краще за всіх відомі основи складних причино-наслідкових зв’язків – маєте відповісти на це питання. Адже, терміни «системний підхід», «оцінка впливу» та «критичне мислення» є невід’ємними складовими будь-якого процесу з оцінювання.
Сьогодні триває сорок сьомий день російсько-української війни. Сорок сім днів українські діти ховаються в підвалах від російських бомб. Загинули вже 177 та поранені 336 дітей. Українці не можуть поховати своїх близьких через постійні обстріли ворожої артилерії. Російські військові ґвалтують українських жінок на очах їхніх дітей та самих дітей, катують чоловіків та вбивають їх із зав’язаними руками і очима пострілами в голову. У маленькому м. Буча, де не було жодного об’єкту військової інфраструктури, тільки в одній із братських могил було знайдено вбитими 280 місцевих жителів. У м. Краматорськ росіяни завдали ракетного удару по пасажирській залізничній станції у момент, коли 4000 містян чекали на евакуацію. Всі ці люди були цивільними.
росія пояснює свої дії «захистом російськомовного населення». Ви бачили фото вщент зруйнованих міст – Маріуполя, Харкова, Сум – це все російськомовні міста. Висновки робити вам, рішення приймати вам. Сьогодні нас змушують віддати росії усю українську землю, підкоритися бажанню підпорядкувати усі країни, які раніше були у складі СРСР, одній людині – володимиру путіну.
Стратегія домовленостей – не спрацює. Так само як і не спрацювала вона в Україні, коли росія окупувала Крим та частини Донецької і Луганської областей, а потім все одно прийшла на всю територію нашої держави з повномасштабною війною. Сьогодні українці відстоюють право на свободу, демократію, розвиток та майбутнє не лише української нації, але і всього цивілізованого світу.
Зараз прийшов час для кожної людини, організації та країни обирати сторону: розвиток чи занепад, демократія чи авторитаризм, майбутнє чи минуле.
Ми, Українська Асоціація Оцінювання, обираємо майбутнє. А тому, просимо розглядати цей лист, як відмову від подальшої участі у “Євразійському альянсі національних асоціацій в сфері оцінювання” через відсутність у її учасників заявлених принципів та цінностей.

In 2015, the Ukrainian Evaluation Association joined the Eurasian Alliance of National Evaluation Associations, whose members declared transparency, impartiality and professionalism as their highest values – foundation for maintaining good governance and ensuring the development of a civil society. Evaluation and monitoring specialists claimed responsibility for the informational and analytical support of the development and implementation of state policies in order to prevent negative changes and consequences of the decisions made.
On February 24, 2022, the whole world witnessed Russia's decision that is part of an insidious state policy aimed at destroying the Ukrainian nation in the literal sense, or in Putin's own words, "the final solution to the Ukrainian question". Thousands of dead civilians, hundreds of children killed and wounded, and dozens of cities destroyed are a direct result of the aggression of the Russian troops. Is it only Putin's fault? Or everyone’s whose tacit consent allows it? You, as evaluation experts - who best know the complex cause-and-effect relationships - have to answer this question. After all, the terms "systemic approach", "impact assessment" and "critical thinking" are integral parts of any evaluation process.
Today is the forty-seventh day of the Russian-Ukrainian war. For forty-seven days, Ukrainian children have been hiding in basements from Russian bombs. 177 children have already been killed and 336 injured. Ukrainians cannot bury their loved ones due to constant shelling by enemy artillery. The Russian soldiers rape Ukrainian women in front of their children, torture men and execute them blindfolded and their hands tied behind their backs. In the small town of Bucha with no military infrastructure, 280 locals were found killed in one of the mass graves. In Kramatorsk, the Russians fired a missile at a train station, where 4,000 citizens were waiting to be evacuated. All these people were civilians.
Russia explains its actions by "protection of the Russian-speaking population." You have seen photos of completely destroyed cities - Mariupol, Kharkiv, Sumy – all of these cities are Russian-speaking. Today, we are coerced with violence to surrender all of Ukraine, to subjugate all lands that were once part of the USSR and to submit to the fantasy of one person – Vladimir Putin. The conclusions are yours to make.
The strategy of treaties and agreements will not work. Just as it did not work for Ukraine, when Russia occupied Crimea and parts of Donetsk and Luhansk regions and despite all the agreements, Putin still launched a full-scale war. Today, Ukrainians defend the rights to freedom, democracy and future, not only for the Ukrainian nation, but for the entire civilized world.
Now is the time for every person, organization and country to choose a side: development or degradation, democracy or authoritarianism, future or past.
We, the representatives of the Ukrainian Evaluation Association, choose the future.
Therefore, we ask you to consider this letter as termination of our participation in the Eurasian Alliance of National Evaluation Associations due to the lack of declared principles and values among its members.

This workshop by Claudia Maldonado is a user-friendly introduction to quantitative impact evaluation methods (experimental & quasi-experimental), their scope and limitations. It provides a guided tour of complex methodologies for those who do not have – nor want to acquire – advanced training in statistics, but need to grasp fundamentals of impact evaluation methodology.

This workshop by Wolfgang Meyer introduces system thinking and system analysis as important tools for Monitoring and Evaluation of SDGs. It highlights kinds of multi-level approaches, including marginalized voices like women or indigenous people. A special focus is set on long-term transitions of systems towards sustainability. This is especially discussed in the field of climate change but also relevant in the economic and in the social system. The workshop also provides some insides into the state of the art of national SDG-reporting. Primarily it is about national monitoring and evaluation systems, spotting on already existing national evaluation policies and practices. See details here:
